WaveView Analyzer / SpiceExplorer support for oscilloscope waveform data analysis

The DT option is for importing hardware measurement data into the SpiceExplorer/WaveView Analyzer environment. The following data formats are currently supported:

IBIS v4.2 models
Tektronix scope Binary wfm files
Tektronix IConnect TDR ASCII WFM files
Sigrity Speed2000 data files
Mentor Graphics HyperLynx CSV
